In view of the fact that management of toxic substances and affairs of emergency response has become one of the important topics for the government, Environmental Protection Administration (EPA) actively conducts affairs such as management of toxic substances, preparedness, and emergency responses to incidences to enhance the integrity of these affairs. Seven Emergency Response Teams have been established throughout different areas in Taiwan to implement the evaluation of incident and demarcation of pollution areas as well as to provide suggestions for safety response and treatment. The main works of this project in this fiscal year are those to assist EPA to operate the EPA Toxic Incident Command Center (EPATICC), to set up EPA Emergency Response Teams (EPAERT) in the northern region, to help toxic material owners to establish Toxic Incident Mutual Aid Teams and to help EPA strengthen the domestic toxic incident emergency response capability by attending national or international conferences on technologies relative to emergency response. Up till Mar. 29, 2008, the EPA Toxic Incident Command Center has filed a record of one hundred and forty-five incidents, assisted EPA to carry out many toxic disaster rescue services, and accompanied EPA officer to participate in the third meeting of the Conference of the Parties (COP-3) of the Stockholm Convention in Senegal on the date of April 28. By means of the conference, methods regarding POPs from different countries were understood, and the environmental protection diplomacy work of our country was promoted. As for the joint training courses for domestic toxic disaster rescue units, the joint training plan has already been set up and training courses has been held four times to strengthen the specialized abilities of the toxic disaster personnel. This year, three Emergency Response Teams in the northern region have been established. Sixty-nine on-site emergency response (one hundred and twenty-one teams), ninety on scene audits, forty-five uninformed tests, and thirteen toxic incident exercises and drills have been executed. As for the Toxic Incident Mutual Aid Team, Taipei, Hsinchu and Yilan counties have already set up their teams. Due to the increasing quantities of restricted toxic chemical substances, diversity of the need in the field of preparedness and emergency response has been confirmed. By executing this project, specific assistances in the system of domestic preparedness and emergency response can be expected. Therefore, on the one hand, pollution diffusion after incidence occurred can be reduced on the other hand the occurrence of toxic materials incidents can be reduced more expectedly.
